I have no information on the meaning or origin of the present arms.
The oldest arms of Buenos Aires were established by Juan de Garay, the refounder of the city. Buenos Aires was founded in 1536 by Pedro de Mendoza, but this community was abandoned just a few years later,in 1541. It was definitively refounded in 1580 by Juan de Garay. The image is below.
