I have no information on the meaning or origin of these arms. Any information is welcome !
The four quarters refer to the former ruling families: 2 and 3 are the arms of the Aleramid family who ruled there from circa 900 until their extinction into the Paleologos family, whose arms are shown in the first and fourth quarter. The Paleologos were the last Imperial House of Byzantium until 1453.
 
The centre shows the symbol for Christ.

Inquartato: nel 1° e 4° di rosso, alla croce d'oro, accantonata da quattro B all'antica, affrontati, pure d'oro; nel 2° e 3° d'argento, al capo di rosso; sul tutto una rotella d'azzurro raggiata d'oro, al monogramma di Cristo: I. H. S. d'argento. Corona marchionale.
