As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
White-blue per fess and the pile, with a star, all counterchanged are based on the arms of the [[Archdiocese of Philadelphia]] where the bishop started as auxiliarian bishop.
 
The upper half shows symbols for the emblem of the Congrgation of the Most Holy Redeemer, which are taken from the arms of the bishop St. [[John Nepomucene Neumann]], 4th bishop of Philadelphia. Its recalls bishop Cistones devotion to this bishop. The M is for the Blessed Virgin Mary. The lily is here for Saint-Joseph.
 
The achievement is completed with the heraldic insignia of a prelate of the rank of bishop by instruction of the Holy See, of March 1969, confirmed in March 2001.
