As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
The cross in the personal half us the cross of Pope St. Sylvester, the patron saint of the bishop. The triangle is the symbol of the Holy Trinity. The three silver drops represent tears and are a canting element (the name Treinen may have been derived from Tränen, German for tears).
 
The plough indicates that the family of the bishop were rural people. Moreover, since their farm was in North Dakota and that Boise is in Idaho, the plough is appropriate as it is part of the seals of both states.
 
The achievement is completed with the heraldic insignia of a prelate of the rank of bishop.
