The Netherlands and Flanders have a long tradition in water management. For this purpose in the Middle Ages a system of Water Boards was created. These water boards control and regulate all the surface water in their area. Traditionally the Dutch water boards used arms, sometimes since medieval times. Recently the Flemish water boards also can apply for arms which are granted by Royal Decree and registered at the Flemish Heraldic Council. As far as I know there are no water boards in the French part of the country.
