Argent, a lion rampant gules, charged on the shoulder with an escallop of the first, on a chief sable three trefoils of the first (Russell).

Origin/meaning

As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.

The arms of Bishop Russell are those of the Russell family. He was pastor of St. Patrick's Church in Washington before his elevation to the episcopacy; the shamrocks recall his rectorship there.

The motto: Per Matrem Dei, "Through the Mother of God," signifies his devotion to the Mother of God and his dependence on her intercession.
