В лазоревом поле с червлёной волнистой, тонко окаймлённой серебром и обременённой возникающим снизу золотым солнцем с прямыми, волнистыми лучами и без изображения ли- ца, главой золотой столб, обременённый двумя чёрными двуглавыми орлами, каждый из которых имеет золотые клюв, глаза и лапы, червлёный язык, держит в правой лапе золотой скипетр, в левой – золотую державу, увенчан тремя серебряными Императорскими коронами с лазоревыми инфулами и имеет на груди лазоревый, нитевидно окаймлёнными серебром и вписанный в сложенный из серебряных жемчужин овал, Андреевский крест.
