Schuttorf received city rights in 1295 and the oldest seals from the 14<sup>th</sup> century all show already a shield with a tower. The tower most likely shows the local watchtower at the time. Between the two small towers is a small shield visible with the arms of the Counts of Bentheim (see the district arms). The above arms were officially granted in 1979 and based on the local seal from 1379.
