The old arms (see below) show a Knight of the Teutonic Order and are based on the oldest known seal of the city, dating from the 13<sup>th</sup> century. The next seal shows the knight with a banner. The banner shows three wavy bars and a black cross, symbols which were also used on the banner of the city in the Battle of Tannenberg. On several 15<sup>th</sup> century small seals only the bars and cross are seen, these probably being the true arms of the city. The three wavy bars were several times misinterpreted as a nine-topped hill, and thus different variations of the arms existed during the centuries, as can be seen from the images below.
