Administrative division
Estonia is divided into 15 counties (maakond). Each county is further divided into municipalities (omavalitsus), 227 in total. There are two types of municipalities: an urban municipality – linn (town), and a rural municipality – vald (parish). Some urban municipalities are divided into districts (linnaosa) with limited self-government, e.g. Tallinn consists of 8 districts. Nearly all municipalities have arms.
