As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
The typical bend is taken from some English Heelan family arms and thus symbolises the last name of the bishop. The chief with the ring in the sun is taken from the (apocryphal) arms of St. Edmund of Pontigny, his name patron.
