The chief recalls his Baptismal patron St. Mark, showing the winged lion holding a book, the typical symbols of St. Mark.
 
The base is divided with a silver chevron to recall the patron saint of his middle name Joseph. Within the chevron is a chain similar to the arms of his brother [[Francis Thomas Hurley]], and is taken from a Hurley family coat of arms of County Cork, Ireland and used here to symbolise the last name of the bishop.
 
The upper part of the base are a gold ship with a sail similar to the ship in his brother’s arms.  The gold lamp on the right side recalls his service as Catholic school principal and Assistant Superintendent of the San Francisco Catholic schools.  He was also a peritus during Vatican II.
 
In the lower part of the base is the Golden Gate Bridge in San Francisco against a gold backdrop. The bridge recalls his birthplace of San Francisco as it is a prominent landmark there.
