Rabat received the additional nickname Cittá Victoria after the 50 year anniversary of Queen Victoria as queen of England. The upper part of the arms thus shows the letters VR for Victoria Regina. The lower part shows three hills, the symbol of the island of Gozo.
I have no information on the meaning of these arms. Any information is thus welcome !
