Wetter received city rights in 1223 and was ruled jointly by the Counts of Hessen and the archbishops of Mainz. The oldest seals date from the 13<sup>th</sup> and 14<sup>th</sup> century and show the count and a bishop in a large gothic building. The smaller seals, however showed only the arms of the two, the lion of Hessen and the wheel of Mainz. The lily was added in the 15<sup>th</sup> century, its meaning is not known, it may be the symbol of St. Mary.
