As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
The colors, gold and red are from the arms Cardinal [[Donald William Wuerl]], as Archbishop of Washington Bishop Fisher's principal consecrator, and under whom he serves as auxiliary bishop. The colors are used also in the arms of [[James Aloysius Hickey]]y and [[Theodore Edgar McCarrick ]], under whom the Bishop served as a priest.
