Origin/meaning
At the same time, the eagle represents spiritual and military strength, resistance and sustainability as a range of West Estonian sea eagles. The circle around the eagle's head refers to the geographical-political dimension of the island-western diocese from 1128, which largely overlaps with the responsibilities of today's county.
